Baada ya kumalizika kwa uchunguzi, uliokuwa ukifanyika katika hospitali ya Hillbrow, mwili wa marehemu Albert Mangwea(Pichani) unatarajiwa kuwasili Jumamosi kwa ndege ya Shirika la Ndege la Afrika ya kusini, ukitokea nchini Afrika ya kusini.

Mwili utapelekwa moja kwa moja katika hospitali ya muhimbili kuhifadhiwa, uletwaji wa mwili huo, ni kwa hisani ya Clouds Media Group. Ndio waliogharimia safari ya mwili wa marehemu.

Jumapili asubuhi, kuanzia saa mbili, mwili wa Albert Mangwea utakuwa unaagwa na hapa kampuni itakayoshughulikia zoezi hili ni Entertainment Masters na zoezi ni katika viwanja vya Leaders Club. Nicki Minaj, Mariah Carey Officially Quit American Idol


After one turbulent season, both stars confirm their departure from talent show.

 The American Idol judges' table is looking mighty empty. Both Nicki Minaj and Mariah Carey have confirmed that they will not return to the Fox show. The duo famously duked it out all season, at times refusing to speak to each other. Their announcements confirm suspicions that have been swirling since before the winner was crowned. 


Minaj told her Barbs via tweet earlier today: "Thank you American Idol for a life changing experience! Wouldn't trade it for the world! Time to focus on the Music!!! Mmmuuuaahhh!!!" A source prematurely spilled the unofficial news weeks ago, saying, "It's safe to say she isn't coming back to Idol. She's OK with it. She had a great time, but was only going to do one season anyway." Minaj had faced criticism from past judges, including Steven Tyler, who felt she was too hard on the contestants.
Fox, FremantleMedia and 19 Entertainment confirmed her departure in a statement: "Nicki Minaj is a superstar who brought a level of honesty and passion to American Idol and who had a tremendous positive impact on so many contestants this season. Given her extremely busy career, we understand and respect her decision and wish her the best.”

Carey's announcement also came via Twitter, in a message posted by her public relations rep, PMK BNC: "W/ global success of “#Beautiful” (#1 in 30+ countries so far) @MariahCarey confirms world tour & says goodbye 2 Idol." Tour dates have not yet been posted. Early in the season, Carey told Barbara Walters that she hired extra security following threats on her life from Minaj, which the Young Money rapper refuted. Rumors persisted all season that the show wanted to replace Carey with former judge J.Lo, which was only further stirred when the Bronx-born singer performed on the finale.
The production company had this to say about Carey: "Mariah Carey is a true global icon — one of the most accomplished artists on the planet — and we feel extremely fortunate that she was able to bring her wisdom and experience to the American Idol contestants this season. We know she will remain an inspiration to Idol hopefuls for many seasons to come.”

Randy Jackson was the first to announce his departure, telling host Ryan Seacrest that after 12 seasons, "It was just time." Their exits shouldn't come as a surprise, as the show has steadily shed viewers this season, posting it's lowest numbers ever for a finale earlier this month, according to Hollywood Reporter. No word yet if the remaining judge, Keith Urban, will return.

Pinda leads mourners in bomb blast burials

Prime Minister Mizengo Pinda yesterday led thousands of Arusha residents in the burial of three people who died in the fatal Catholic Church bombing incident, which occurred last Sunday.
The event attracted scores of government officials, leaders of various political parties, religious organizations and ordinary people from all walks of life.

Those buried are Regina Luning’o Kuresoi (50), James Gabriel (16) and a 9-year-old Patricia Joackim, laid to rest at the premises of the bombed church located in Olasiti suburb in the southwestern side of the rising city.

The bombing incident injured more than 60 people, gathered for the Sunday mass.
Security at the burial ceremony was tight as armed police officers were scattered all over the area. People from all corners of the beautiful city of Arusha started gathering at the church.

The burial prayer was led by His Eminence Polycarp Cardinal Pengo, Archbishop of the Dar es Salaam Archdiocese of the Roman Catholic Church.
Delivering a sermon during the burial, Cardinali Pengo called upon Christians to remain calm at the time when the church is passing in a very difficult time.

He asked Christians to look at the event as a challenge in winning over trials of the devil, as there are better ways to win the challenge ahead of them.

“This is a sin,” he said, asking: “What can we do? Let’s follow what Jesus did…we shouldn't seek to revenge on what happened to our loved ones, whom we are burying today.”

For his part, Premier Pinda reiterated the government’s commitment to ensure that such incidents are brought to an end and those who are behind terrorist activities are taken to task.

He however revealed that the Disaster Department Office in the Prime Minister’s Office has disbursed 100m/- to finance all activities linked to the negative impact caused by the Sunday’s deadly bomb blast.

Evangelical Lutheran Church of Tanzania (ELCT) Archbishop Dr Alex Malasusa described the bombing incident as barbaric and shameful to the nation, which has been a champion of peace in east and central Africa.

Bishop of Mount Kilimanjaro Diocese of the Anglican Church Stanley Hotay also urged Christians to free themselves from fear as Jesus died for them, so that they can have hope.

Re-grading Form IV exams: Squaring a circle in school performances

Motives are still being searched for in the decision by the government to annul the published results of Form IV students 2012 exams, and instead use the same scores to give different grades.

The reason stated was that the grading that led to harvesting 65 per cent failures was a result of changing the grading from a previous system used up to 2011 and instituting another, which then led to mass failures. The decision isn’t exactly new, because a whiff of the current problem came up in relation to a religious studies exam in the 2011 exams, and it was resolved by similarly changing pass marks and other grades, fruitfully.

In other words, the problem of mass failures is going to be ended by the re-grading exercise but scarcely the core issue itself, that in reality, the current results best reflected the performance, and that is why the teaching profession as a whole had no problems with the results.

Their proper level of concern was that the government was not changing its stance in relation to teaching materials, housing and allowances for teachers, and in that sense it was likely to harvest repeat mass failures this year. Just like the doctors last year played with their patients’ deaths to push for higher salaries, teachers now have mass failures.

The more technical issue to sort out is how far the re-grading of exam results would make a proper difference, and if there is a different psychological climate, and what it means at a wider level.

It can easily be suggested that the performance rate of students was going down, and probably there was an adaptation to how a score is given, for instance, what is a 30% level of score, either as computing individual scores or as an assessment of an essay (or they use that format of exam), or direct definitions. In that case, it may have appeared that exam scoring was rather lax, leading to problems of acceptability for users.

For instance, when a student has ‘five credits’ and is allowed to go to Form V, and then from there he has ‘two principal passes and a subsidiary’ and is allowed to join any university, the sense of what is a ‘credit’ has to remain constant, as for a ‘principal pass.’

Short of that there is confusion at the higher education level, either for universities or technical colleges since it is no longer possible to use existing formats for any formal enrolment, and each institution has to conduct a matriculation to determine who can join.

That would hence imply that the National Examinations Council’s role is just advisory.

In addition, we have widening need for harmonization of secondary education results or pass levels for East Africa as a whole, because higher education is increasingly set in a ‘free market’ context, in which case an advisory role of NECTA is an institutional crisis.

This may have contributed to a re-grading of exam score rankings, so that the grade or rank is what higher learning institutions (starting with high schools) would take up, of the same level as the required pass mark or ‘principal pass’ elsewhere. That is how the crisis was produced, because the proper educational situation is not at par with the rest of East Africa – or at least not the entire school system. The older schools, or private ones, yes.

The other breadth of schools, the ‘ward secondary schools’ are distinctly at a lower level of scoring and passing, in which case they have to scream aloud that something is wrong with the marking, for they add undue weight to an initial impression of failures. 

If one removes the ward schools and retains only the better equipped and staffed schools, there is possibly a problem but it would be limited, capable of being examined on a one-to-one basis for each of the failing schools, and not a systematic re-grading of exam results. In other words, this re-grading will be fair to the failing schools, and unfair to institutions.

That is why there is need to sort out if the re-grading exercise is technical in its character or merely political, in the sense of seeking to appease the sensibility of a class of individuals in the wider society, which in this case can be qualified as ‘parents.’

It means it is ‘parents’ who are complaining that teachers are marking too harshly and thus their children are failing, whereas the issue is less the marking but equipment and staffing. And properly speaking, they seek a marking format and grading which reflects the real conditions, in which case a student would not have passed generally but circumstantially.

When the 2011 grading method is used, many schools will find themselves with a better scoring sheet that would suggest their teachers were also working, to their best, but some marking idiocy or grading at NECTA made them feel embarrassed.

That is the pressure group aspect, and teachers as a trade union may start shifting from their cold satisfaction with mass failures to obtain improvements in provisions, to reclaiming their professional dignity impaired by the results. At any rate the committee set up by premier Pinda is not composed chiefly of teachers but of educationists at higher learning levels.

What is also evident is that for a while, until the situation in ward secondary schools reflect the level available in schools generally, this exercise at retaining grading method that was applicable to comparable schools, of the pre-Lowassa school construction boom is fictive.

What higher education institutions are going to do is to re-grade their applicants for Form V, or when they select them, to discreetly use the same grading method as was noted in the results now being nullified, because that is a realistic grading system. It blends with ‘pass’ levels applicable elsewhere, in which case re-grading adulterates it.

There is hence an exercise in futility in re-grading students, by firstly creating a fictive air of normal or slightly below normal pass levels of ward secondary schools, and then to create the fictive expectation that they will be equally accepted in high schools.

There will hence be a change of grading requirements for most high schools (with exception of ward high schools, naturally) to much higher level passes than is likely to be given in the new setting. In that case nothing changes on the ground excepting a ‘shift of gears’ on what pass level means; NECTA passes will remain advisory, taken with a ‘pinch of salt.’

Were it that the government wished to be quite realistic about the matter, it would make a distinctive separation of ward secondary schools from the rest, and find out what it can do about those schools.

The government is instead pulling everyone down, or artificially raising their pass egos, to suit a system of education that is yet to stand on its own feet. This re-grading removes the question of urgent rectification of ward schooling, results.

At the same time, the government needs to admit that the grading shift in 2012 was done with plenty of reason, now that the current decision makes it that ill will was the source of the change, such that various opinion makers are calling for the departure of NECTA chief executive, Dr Joyce Ndalichako.

This is to prefer a political view of things instead of the professional or anatomical reality, that the grading as it is now being done reflects conditions in Tanzania, which makes it soft and unrealistic. But at the same time a stone can be hurled in the direction of NECTA that it is eating its cake and having it, irrationally.

The point here is that in its marking methods as reflected in the grading last year and this year, teachers are quite indulgent with the performance of their students, and wish that it is believed they have really performed.

With NECTA as an oversight and standards body, they know that this is foolhardy to say the least, as it would follow that Tanzanian exams are set and marked by people who are not aware of standards in the rest of East Africa on the one hand, and strictly speaking, in our  institutions of higher learning. If they receive products of students who weren’t as qualified for Form V, do they lower grading as well?

This decision, as it is creating an impression that the 2011 pass levels had no problem, annuls efforts by NECTA to ensure that standards are not falling as far as grading and thus true reflection of performance is concerned.

The team of experts, more concerned about what the sentiments in cabinet and in Parliament need at the moment, opted to restore the lax grading, knowing fully well that universities or colleges will not be fooled – and at any rate the problem hasn’t reached that level yet. Many of those with ‘passes’ of the 2011 grading method won’t be admitted in high school, only the first two divisions.

In that sense there might not be as big a problem as it could suggest, that when exam results are diluted for the sensibility of certain groups or classes of people in society, it will harm the entire system. 

Those picking students for other levels of education or training will discuss the grading and place their own pass marks, but there will be a scar that it left after the mass failures wound has been ‘healed’ by a miracle, or re-grading to remove a worrying impression of mass failures.

So NECTA is the one which suffers as a professional body, keeping two books of accounts as it were, one for itself as a body of examiners and guardians of standards, and another for the general public, or Parliament.
